Practical and reliable, electric scooters have become very popular in cities. While the purchase price is still a barrier to the development of this environmentally friendly mode of mobility, generous subsidies and incentives are in place to encourage buyers.

An overview of the main financial aid available for the purchase of an electric scooter in France!

Easier to switch to electric since October 2021

Recently, the conditions for accessing aid for the purchase of an electric scooter have changed. It is now simpler for the acquisition of clean vehicles! Where it used to be necessary to apply before the purchase, now you have up to 3 months after the invoice date of your vehicle to apply for the ecological subsidy!

Financial support for the purchase of an electric scooter: state ecological bonus

Amount of the ecological bonus for electric scooters

The amount of aid generally depends on two criteria:

  • The date the new electric scooter was ordered.
  • Its maximum engine power

For scooters ordered in 2018, the engine power criterion is set at 3 kW. For vehicles with a maximum net engine power of less than 3 kW, the amount of the bonus is 20% of the purchase price including VAT but not more than €100.

It is €250 per kilowatt-hour of battery (unit of energy) up to a ceiling equal to 27% of the purchase price including VAT - plus the price of the battery if it is rented - but not exceeding €900.

For scooters ordered in 2019 or used under a hire purchase agreement, the same rules apply, but with a maximum net engine power criterion of 2 kW instead of 3 kW.

Example of calculation of the electric scooter and electric motorbike premium

For the Sunra Hawk Plus electric scooter with a 1800W motor and 1536 Wh battery.

Moteur < 2000W donc la subvention scooter électrique est de 100€

For the Super Soco TC Max electric motorbike with a 5000W motor and a 3240 Wh battery.

Motor > 2000W so the electric motorbike premium is 250€ per kilowatt-hour (kWh)

The calculation is therefore €250 x 3.24 kWh = €810 premium

Conditions for receiving the electric scooter premium

The ecological premium for the purchase of an electric two-wheeler is granted to any adult whose tax residence is in France. However, the scooter for which financial assistance is granted must meet the following conditions:

  • It must be new and registered in France.
  • It must use an electric motor and an energy storage system other than the lead battery.
  • In the case of rental with purchase option, the duration of the rental contract must be equal to or greater than 2 years.

In addition, the owner can only sell a new electric scooter with the ecological bonus after one year from the date of first registration or after it has been driven at least 2000 km.

It should be noted that companies with a tax domicile or establishment in France can also benefit from the ecological bonus for the purchase of an electric vehicle.

Steps to follow to create your file

There are two procedures for receiving aid for the purchase of a new electric scooter:

  • Apply for a grant from the Agence de services et de paiement (ASP)
  • Ask the seller to deduct the amount of the grant from the purchase price (including VAT)

The application sent to the ASP must be accompanied by the following documents: proof of identity, proof of tax residence in France, an undertaking on honour, and the beneficiary's bank details.

The scooter data form must also be completed, including proof of ownership, proof of registration, maximum engine power, battery type, trade name, serial number, etc.

If the seller agrees to deduct the amount of the subsidy from the purchase price, then the amount deducted must be stated on the invoice.

Electric scooter subsidy for Professionals Île de France Region

Amount of the Ile de France electric scooter grant

This aid for the purchase of an electric vehicle is awarded by the Île-de-France region as part of the regional air quality plan (2016-2022). It concerns light commercial vehicles, two-wheelers, tricycles, quadricycles, taxis, vans, and heavy goods vehicles that are electric or run on hydrogen or NGV (natural gas for vehicles).

For the purchase of an electric scooter, the amount of aid is set at €1,500 if the battery capacity is less than 10 kWh, and €3,000 if it is greater than 10 kWh.

It should be noted that this regional aid can be combined with the ecological bonus awarded by the State. However, it cannot be combined with other subsidies, particularly those granted by local authorities.

The amount of aid - added to the state's ecological bonus - may not exceed 70% of the purchase price of the scooter excluding VAT (or 50% of the price including VAT).

Conditions for receiving the electric scooter premium

The aid for the purchase of an electric scooter in Île-de-France is reserved exclusively for professionals established in the region, in particular craftsmen, taxi owners, self-employed entrepreneurs, and companies with fewer than 50 employees and an annual turnover not exceeding 10 million euros. It also works for self-employed entrepreneurs.

This scheme excludes companies operating in the road haulage sector and vehicles with lead batteries.

The subsidy is limited to the purchase of a maximum of 5 vehicles (new, used, or leased under a long-term rental contract or with a purchase option).

In the case of a leased vehicle, the aid is allocated to the leasing company, which must pass it on to the leasing company. Beneficiaries must undertake not to resell a subsidised clean vehicle within 5 years of the date of acquisition, failing which the ecological bonus will be returned.

Steps to take to receive the ecological bonus

To benefit from the Île-de-France regional grant, you must complete and validate the application form available on the dedicated website. The application must be accompanied by the following documents

  • The specific form for the acquisition of an electric vehicle
  • A Kbis extract of the company less than 3 months old
  • The applicant's bank details
  • A detailed quote for the electric scooter
  • A commitment on honour.

Like the State's ecological bonus, the management and payment of the aid offered by the Île-de-France region is handled by the Agence de Services et de Paiement.

Once the application has been accepted, the beneficiary must provide a copy of the purchase invoice or rental contract for the vehicle and a copy of the vehicle registration document in order to receive the aid payment.

Subsidy for the purchase of electric scooters: bonus granted by the city of Paris

The city of Paris offers two subsidy programmes for the ecological bonus, one for private individuals and the other for professionals. The amount of aid is set at 33% of the purchase price (including tax) of the electric scooter, with a ceiling of €400. It can be combined with the state's ecological bonus.

The conditions of attribution are generally the same as for the Île-de-France subsidy programme. To benefit from this electric scooter bonus, you must apply online via the official website of the city of Paris.

Subsidy for the purchase of electric scooters: Conversion bonus granted by the Greater Paris Metropolis.

Since its creation in 2016, the Greater Paris Metropolis has been accelerating its priority toimprove air quality. Only the inhabitants of the 131 communes of Greater Paris are concerned by this offer, which allows them to benefit from a subsidy of up to 1400 euros in the case of the acquisition of an electric scooter or electric motorbike (new or second-hand) in exchange for the destruction of an old polluting thermal vehicle.

The subsidy can also be combined with other existing aid, in particular the state aid.

To do this, you must recycle your old internal combustion engine vehicle that has been in existence for at least one year and has been registered for the first time.

The following vehicles are concerned:

  • a diesel car or van registered before 1 January 2006 if the beneficiary of the aid paid income tax the year before the purchase of the electric vehicle. Or before 1 January 2001 in all other cases.
  • a petrol engine vehicle registered before 1 January 1997.
  • a thermal two- or three-wheeler registered before 1 June 2000

For any replacement of the above-mentioned vehicles by the purchase of an electric scooter (both 2 and 3 wheels) or electric motorbike, the aid is limited to :

  • Amount of the premium: 1400 euros, up to 50% of the price (excluding VAT) of the new electric scooter or electric motorbike, if the beneficiary has a taxable income of between 0 and 6300 euros.
  • Amount of the premium : 1100 euros, up to 50% of the price excluding VAT of the new electric scooter or electric motorbike, if the beneficiary has a reference tax income between 6301 and 15153 euros.
  • Amount of the premium : 900 euros up to 50% of the price (excluding VAT) of the new electric scooter or electric motorbike, if the beneficiary has a reference tax income of between 15154 and 35052 euros.
  • Amount of the premium : 600 euros up to 50% of the price (excluding VAT) of the new electric scooter or electric motorbike, if the beneficiary has a reference tax income equal to or greater than 35053 euros.

In exchange for this scrapping, the beneficiary of the Greater Paris bonus undertakes to receive only onemetropolitan subsidy from the Ile-de-France region for a two-wheeler, three-wheeler or VAE. They will also not be able to resell their electric vehicle within a period of one year (or after 2000 km travelled) following the purchase. 

The Metropolis may also request proof that the electric scooter or electric motorbike that received the subsidy is still in your possession during the same period. In the absence of proof, the beneficiary will have to return the grant to the Greater Paris Region for the purchase of clean vehicles.

For a period of 2 years, the Greater Paris Metropolis may also ask you to provide a testimonial of your experience with your electric vehicle in order to promote it, with the help of photos, to other potential beneficiaries.

Electric scooter bonus by the cities of Nice and Aix les Bains

It should be noted that other cities also offer subsidy programmes for clean vehicles, the conditions of which are more or less similar to those offered by the Paris City Council.

For example, Aix-les-Bains offers a grant equivalent to 30% of the purchase price including VAT, also with a ceiling of €400. In Nice, the grant is set at 25% of the purchase price up to a maximum of €150.

Conclusion on the electric scooter premium

The ecological bonus offered by the state is the main financial aid for the purchase of an electric vehicle. However, Parisians can opt for the schemes set up by the Île-de-France region, the Paris City Council and the Greater Paris Metropolis.

In addition to the aid schemes mentioned in this article, the purchase of an e-scooter (or other electric two-wheeler) can give entitlement to the conversion bonus (or scrappage bonus) which applies when a combustion engine scooter is scrapped. The amount of this bonus is €100 for companies and taxable households and €1,100 for non-taxable households, which should encourage doubtful buyers!
